Do I need to attach tender receipt on my bid?

Some organizations especially NGOs and private sectors sell their tender documents hence one needs to attach payment receipts on the tender document.

How long does it take to get feedback on tenders that I participated in?

How much does a tender document cost?

For government tenders Kshs. 1000 for hardcopies. Downloaded copies, prequalification and EOI’s are free

Do you have preference on performance security and do I need to submit with my tender document?

Performance Security should be from a Reputable Bank or Cash or Letter of Credit. This is required after Letter of Award is issued to the successful bidder.

Are international firms allowed to participate in government tenders?

When tenders are advertised at national level, international bidders are not allowed to participate; however, when International Competitive Bidding method is used, national bidders can also participate.

What is the difference between Tender and eTenders?

Tender is submitted in hard copy format whereas e-tenders is submitted through electronic media like email

How much time can I expect to spend on preparing a tender?

Are evaluation criteria other than those identified in the document used?

No. The evaluation panel can only evaluate your proposal in accordance with the criteria they have set aside. In some tender documents you will be asked to sign an agreement that you accept your submission to be evaluated in that criteria.

How much detail should I include in my proposal?

Ensure your bid stands out from everyone else’s and by having all the necessary certificates required for that tender like The Certificate of Incorporation, KRA Pin certificate, Tax Compliance, AGPO, NCA, NHIF, NSSF Compliance, County Council Business Permit and even CR12 . Can I send my tender through email?

Usually the tender document should be delivered in hardcopy but due to the situation brought about by COVID-19 SOME organizations do accept electronic bid and prequalification submission. Do you Allow refunds?

Which is the acceptable format of tender security (bid bond)?

In Kenya The format is as prescribed in section 51 of the PPDA;
· Cash
· Bank Guarantee
· Insurance Company approved by PPRA
· Letter of Credit

What is the difference between a Bid Bond/Security and Performance Bond?

The Bid Security is the security instrument required to ensure that a bid remains valid during the period stated in the bidding document; it is returned to the unsuccessful bidder(s) after the concluding and to the successful bidder after signing of the contract.
The Performance Bond is the security instrument required to ensure that the supplier/ contractor honours the terms and conditions of its contract.

What is an “Expression of Interest” used in the procurement process?

“Expression of Interest” is a pre-qualification stage used to identify realistic candidates for the contract.

My bid was the lowest at bid opening, somebody else got the contract. Why was the contract not awarded to me?

Even though a bid is the lowest at bid opening, if it is not responsive enough to all the instructions.

What is a tender document?

Is there any way the bidder gets the refund of tender document fee, in case he is not successful?

No.

Can I sub-contract once I get a tender?

Yes, as long as no conflict of interest is created by your doing so. However, confirm with the organization you have applied to about their policies as most organizations don’t allow

Tender preparation is costly – can I be reimbursed for my expenses?

No, unfortunately bidding for tenders and costs associated with preparing for tenders are the tenderers responsibility and are mostly non-refundable.

How important are the closing date and time?

Very crucial once you miss a deadline that tender document is wasted and late submissions are not allowed to enhance transparency

If I have concerns about the tendering process where I applied what do I do?

First Conduct the organization to ask for further information why your bid was unsuccessful if unsuccessful head to Public Procurement Regulatory Authority where you lodge the complaint.

Do you charge subscription fee?

No, we do not charge subscription fee, its free to log in, however we charge a small fee as per the services rendered as outlined in the portal.
